Seeing as you outright deleted the sebillian lightscout, is it trying to load another lightscout .xml file other than the Sebillian one? My first UFO got away (dirty punks) and my second I shot down (Caesan), and the third was empty. It might be a long shot but this problem might start after you make a ground combat with a scout. In my case in this campaign the first combat was with a scout and then only empty light scouts.
