Sometimes you are sure theres a base somewhere but you cant pay a visit. Of course the range of the base detection equipment should be pretty short and maybe draw lot's of agro from all nearby enemy ufo and even make bases launch them in defense. I suggest some of those American Awacs or anti sub planes/helicopters that their navy uses/used. Of course you could combine it with awacs capability if you think it is too one dimensional. One another note why does it take so long to rearm and refuel planes? From some videos ive seen they have high powered pumps and ordnance loading equipment to keep downtime to a minimum. If all the times (rearming, refueling, repairing) would be like in our reality, a crashed plane wouldn´t be flying again after some days.
