(Experimental 2.07b and 2.07c-Armory) - Soldier equipment and loadout cannot be customized

This is a bit of a let down in this game, at this time. You should be able to place equipment on the soldier, as appropriate, to the item, and not as it is at this time, were all modules are just dumped in the back pack. We can only hope that this is a temporary situation, and the team is looking at way to improve the placement of equipment on the soldiers battle harness or uniform.

I believe there was a phase of testing on the initial release of milestone 2 prototype where modules had its own inventory slot. So you could choose between rebreather, aiming module, etc. However after aggregating player feedback it was reverted to the older (and current) version of the module system. I encourage you to provide feedback on the related threads as we very much value these towards our goal of improving the game, thanks!

Have you tried switching to the 2.08 build of the game? I haven't been able to reproduce this bug on 2.08, but be warned that 2.08 will break your saves and so you'll need to start a new campaign.
