The to me suggests that not all aliens will have access to it. It will likely be limited to certain species and certain ranks. That also adds a balancing factor as every enemy on the field won't be able to use it. For example it may be Ceasan only and limited to only the two highest ranks. No one has suggested the most obvious counter to mind control yet either. Research and manufacture tin foil hats to be distributed to all employees.
