Yes you can, but at a more expensive price, I am told by Chris, that they will become less expensive when you make the Forge.

The Alloy Forge has been removed, so this isn't a bug. You can build Alloys if you want as soon as you research them but they're expensive - you're meant to capture what you need from aliens.
