At the current state of the AI, cleaners share the same vision property as the aliens, this is intentional because the AI in its current state functions much worse when it shares the same vision penalty that your soldiers do during night visions. AI improvements are being tackled however, and we might revisit this again in the future when the updated AI becomes better at potentially handling reduced vision ranges.
