If you shoot bad guys your troopers morale can be boosted beyond its normal maximum. However, the game seems to keep two values. The "overclocked" (for want of a better word) morale value which you see on the screen, and the "normal" morale value. The game seems to add or deduct morale against both values, but makes tests against the "normal" value, so a solider with a supposed morale value of 99+ can suddenly panic and break, without any reasonable on-screen explanation.
