[4.16.0 STABLE - global] Tooltip spawn delay doesn't work properly

This is a bit tricky one, but tooltips spawn some times, seemingly at random, immediately when you hover over something and not after X seconds that is set in the options. This is easiest to notice by setting the delay to it's maximum value (2sec) and then hovering cursor slowly horizontally over the top bar buttons as shown in the image below. In certain circumstances the tooltip pops up immediately even though you move the cursor. This is a small thing, but makes the whole UI feel unnecessarily annoying to use.

This seems to be fixed in the latest .19 patch. I'm really curious about the cause and fix as I tried to find the logic for so long. Haha

I might be wrong but iirc it's because the tooltip spawn delay settings didn't reset properly when moving from one button to another, so it'd end up showing up even though you've just hovered the cursor over it
