1.07 Panic and morale issue.

There is a issue with morale that affects soldier panic. On alien turn soldier X gets wounded or unnerved. His morale is reduced for example from 60 to 14. The soldier goes normally on next player turn. However on next turn his morale returns to 100% but the game states that his morale is broken:

I'm guessing that the soldier should panic the turn before he actually panicked.

That's working as intended. Morale regeneration is very slow, so even if you don't panic one turn there's a fair chance you'll panic next turn. But panicking restores a large amount of morale, which is why the bar was back to full.
