It doesn't matter whether the alien wants to throw a grenade, if they can't they won't attack at all. So instead they either stand 'n' crouch, or move. You can see it happen in any light scout battle. As soon as you get ~10 tiles from the non-coms, though, they'll happily fire on you during their turn. I've increased the strength of aliens that don't have grenades in this modified aiprops.xml. I've also ensured that Caesan soldiers always have a grenade. 250 strength aliens have a throwing range of ~29 tiles (which doesn't actually matter since they never throw anything and have no carry burden).
