[18.5 soviet tile stairs] can not always be climbed

I have checked all the spectre information and cannot work out what is wrong here.

You cannot always climb the soviet stairs. In soviet_flatLR you can access upstairs but in Soviet_FlatsUD you cant go upstairs you walk through the stairs.

This affects all my custom submaps aswell. In some xenonauts will clmib the stairs but not others.

Additional bug with the way that xenonauts climb stairs. It is not straight up but they go sideways through obstacles... this could link into the can they climb the stairs issue.

If the stairs are placed to close to a wall then the xenonaut cant get to the top
