It's not really possible to make a character creation kit since it's baisicly 2dimensional sprites. Use whatever graphics program you want. You will have to poke around the modding section forhow to make weapons, its possible that quartermasters mod will be able to assist you in that. But you will baisicly have to create the images on your own.
