[V20.8.2 Ground Combat, possible WAD] Aliens get reaction shots during first round

During ground combat, aliens will get reaction shots during the very first round, i.e. stepping off the dropship. I was under the impression that TU had to be saved in order to use reaction shots. Alien reaction shots during the first player round, that is before any alien round has even taken place, are counter-intuitive to the player.
