[20.5 - Ground Combat] local security Forces shoot unconcious aliens

I apologize in advance if this is not a bug but something that's supposed to happen, but using the search function I didn't find anything about it, so I thought I should mention it.

The title pretty much says it all, when I stun aliens (with the baton) the local forces still kill them (and, in this case, my soldier as well since he heroically stood between the civilians and the alien ).

Don't shout at me if this was already covered and I was just too stupid to see it
