[V19X / Ground Combat] Manual reload costs.

There's something screwy going on with loading weapons manually (dropping clip onto weapon). I thought it was stuck at 24 regardless of weapon, but I've had 17 for laser carbines and 22 for a scatter laser. Far, far less than it should be.

Are you sure it's not messed up by any mods or smomething?

Someone else mentioned this for vanilla as well, but it wasn't reported. Even so, I didn't change reload costs so there's something odd going on.
