[9.3 Ground Combat] Impossible to swap from one secondary to another

If you switch from one secondary type to another, the secondary you switch to does not activate.

E.G. Take the sniper loadout, place the medikit into the secondary slot and the submachinegun in the backpack. If you replace the medkit with the submachinegun during combat, it does not activate.
