That's why, for instance, Spetznaz GRU and U.S. SEALs won't shoot at you, even if you just landed at what should be an ostensibly top secret army base. Wow, imagine if the Cold War setting had been played out with a rival Communist Xenonaut force, and antagonistic military members from WARPAC countries? That'd be intense as hell...
