Another reason for everybody to carry a pistol is because the aliens are easier to stun and capture alive (which is said to be a very important gameplay element) if you weaken them first. Heavy weapons are obviously not going to be ideal for this purpose, but if your soldiers are carrying sidearms then you can switch to those and inflict wounds in a more controlled fashion.
