Yeah, the UFO hulls should completely enclose the interior tiles of the UFOs, so the only way you should be able to move through or into the hull is if it's either been destroyed or set up wrong. I think all the weird stuff you're seeing in V15 is just because the hulls are being destroyed in various ways and that hopefully won't occur in V16.1 point
