[V12 - Geoscape] Going into any window and returning disables scroll hotkeys

I have to change my bug, apparently it is pausing the game that stops the scroll keys from responding. i just happened to be in other windows and returning while the game was paused on the geoscape. please edit the title if possible.

It's a known issue. Thanks for the report. Also, hotkeys will reactivate after a few seconds (On slower PCs it can take longer)
