[v12] troops on training turned up on mission

I assigned a load of troopers to cpl training.

When i looked at the soldiers screen they didn't show up in chinook, nor unassigned troops. The chinook looked to have 5 troops in it, but was showing as full (troops + vehicle).

Upon loading mission (scout industrial) 3 of the troops in the training programme were present with their full kit.

Upon returning to base they were still in training and the chinook was still showing as full, but only had 5 troops in the assigned panel, none in the unassigned panel.

Assumed repro:

assign pvt trooper to chinook,

send to cpl training

go on mission/check soldiers screen to see if his spot on the chinook had been freed up.
