I was looking at the weapons_gc.xml to see if there was some updated weapons data (is armor pen was back in ? -> no) and found that :

Most likely the red part is a forgotten "to delete text", since other weapons data is in accordance to the blue one (both values & definition location).

I haven't looked at all of them yet, feel free to add other observations of mistakes/errors (not "balance data / what you think it should be", errors )
