I think we should have an entry in the Xenopedia by intelligence or the scientist about how countries are retooling their factories to produce laser weapons. This would explain why manufacturing for profit isn't kosher (to satisfy the fans of the old xcom) and explain how local forces receive laser guns.It would also be fairly straightforward to implement.

I'll write up an example text in the morning to demostrate what I mean.
