Looks like Evil

Hello all, Recently, North America turned their backs on me and stopped giving me funding. Since the base I built in NA is minimal, I wanted to simply get rid of it to save myself some money, but it doesn't seem to be possible. I've wrecked the two satellite dishes, decommissioned the Condor and scrapped the hanger, but I can't seem to do anything about the command room. So is it even possible? Thanks
