It looks like beginning the construction of a generator allows the player to have an immediate increase in power capacity. I used this to immediately begin building an additional radar when I ran out of power at my base. I'm not sure if this is intentional or a bug.

While clicking on the name of the base when in the Base Information UI (to rename my base), a window popped up that had the title "Choose Aircraft Name."
