All the drones I've encountered are just unarmed Caesan psions that do nothing but run around the map like headless chickens for some reason. I've checked strings.xml, "units" file and aiprops.xml, but couldn't find anything wrong with them (other than the "alien folders inside 'units" all lacking the "soldier_specter.xml" seen in xenonauts' ones, but I think that aint the reason for it.)
