Oh okay thanks Kabill. Well, I guess I will just have my lower TU rocketeers drop their payload in the welcome wagon and come back to retrieve it inbetween crazy firefights.

As the title says, it appears that soldiers must always have 40 TUs to reload their rocket launcher. This makes low TU soldiers unable to reload their weapons. I cannot find documentation about this anywhere that stated that this was a requirement so I assumed it was a bug, especially when compared to other actions being TU percentage based in nature rather than flat TU cost.
