A little note, this will not replace for-hire soldiers in a savegame. So you need to hire + dismiss bad soldiers to generate more decent ones. I think they eventually will change on their own too.

I made a simple mod to boost the minimum stat value to 45 instead of 35. As the strategy guide suggests, you should not hire anyone with <40 stats anyways so this is just removing the basic training dropouts. Max value remains 65. Initial soldiers get a tiny bit more boost to make them more "special", 5 instead of 3.
