The description of the Quantum Decoder base structure states that a single one globally is sufficient to provide additional information on all AI aircraft in radar range.  This is not the case - it provides extra detail only for AI aircraft detected by the radar in the base it was built in.   In this case - the Quantum Decoder has been built in the Cairo base, and does not provide extra detail for AI aircraft detected by Beijing base. user_g04_s01-93.json
