Terror missions as they are flavored now don't really make sense. There are two absurd possibilities One, the local military can't be bothered to send some of their own tanks and helicopters to deal with 15 attacking aliens, and send only 2-3 wimps with ARs. Two, the terror mission consists of much more than just 15 aliens, and we are only seeing a small part of the map. If that is the case, 8 Xenonauts isn't going to make any difference anyway.

Nations also, counterproductively, nuke their own cities. This doesn't prevent loss of life, and doesn't make sense.

Suggested change: The Xenonaut's objective in a terror mission is a targeted strike against the enemy commander(s). Once the commander is killed, the rest of the aliens in the city become passive and easy for local forces to mop up. Xenonaut failure to kill the enemy commander means that the aliens are able to overwhelm local forces and raze the city.

Nothing in the whole game makes sense if you take it literally.

What actually happens in terror missions is that there are thousands of civilians, hundreds of aliens and both normal soldiers and Xenonauts. But since nobody would be able to enjoy or probably even play a game like that, everything is scaled down.

And, if you actually want to make sense, there are no commanders in terror missions. It's just a bunch of goons let loose that don't need much of a brain and wouldn't stop anyway if they had their leader killed.

Without wanting to give away too much, KM's suggestion does tie quite neatly into the lore. I do forsee a narrative problem with it - specifically, Reapers. Reapers don't need or want a command structure. They're semi-intelligent biological weapons unloaded on the populace with a short gestation period and the capability to infect a lot of civvies in a very short period of time. If you let Reapers infect too much of a city you don't have much choice but to nuke it, so killing an alien commander when the Reapers have been uncrated doesn't make a lot of narrative sense.

Nuking makes perfect sense in the case of reapers. Other than that yea it seems incredibly counter productive. "Sir our city of millions is being overrun by a ragtag group of robots that walk into our bullets! The airforce is standing by, so is the navy and all of our infantry are ready! What do we do???" "Nuke the city. Nuke everything."

As I said, you can look at the game as a scaled down version of what would have happened. So those few NPC soldiers _are_ that airforce, navy and all of their infantry, and they're getting kicked hard, that's why Xenonauts are needed. So if even that is not working, you want to nuke them while they're in one place, before they scatter all over the country.

There's just no way to have this game both enjoyable and way too realistic.
