Aien AI - What's the criteria they use to choose which target to shoot?

I ask this because they look kinda stupid when choosing the right target.

Yesterday I was facing a Caesan with two Xenonauts. One of my soldiers was very close to him, in open field (clear shoot to the alien) and the other was farther away and behind cover. Guess what was the alien target when I was already counting a certain death?
