[7.24.2 & 7.25.1] CTD's when attempting to upload mod to Steam

I have a full report on discord and the things I have tried, but I get no responses on the issue. Is it best for me to post here instead of Discord?  I have left my logs, and I have tried all sorts of things like another clean install, and creating a mod, via the panel. It crashed out and during the communication with Steam.

is there a particular reason my posts need to be approved before they post? If you could fix that it would be appreciated, as I am not a bot.

The post is more likely to get tripped up by the automated spam detection if there are links in it as there are tons of bots that post spam in the forum every week. Iirc there's currently no way to flag a person as a non bot (my post replies get flagged as well every now and then).
