Storage Room capable of storing battle loot even when Storage Room not completely finished

As title says

I have a new base where I am trying to build the first storage room. The storage room is still 3 days to finish.

This base got attacked by aliens, and I defeated the invaders.

I am able to see loot in my storage.

Is this expected behavior?

 

Moreover, it is like the building gets into effect whenever the construction starts, instead of construction finishes.

This "comes into effect before building is finished" is helpful for power management: I can construct my radar along with generator, without having to wait for generator to finish.

I think the lift has some storage capacity.

Thanks for the report! As shotcrete has kindly pointed above, the base lift building has a small amount of storage that comes with it. This is why you were able to receive the items after winning the retaliation mission.
