The game lets you also start building the new Workshop, before the Generator is ready, because by the time the Workshop is complete, the new Generator will also be complete. It makes sense, if you imagine that the unfinished buildings only begin drawing power once they are complete. As fusion-waffle has stated, this is intended so that you can start building other base facilities while the generator is under construction. If that was not the case, then you'd have to wait for the generator to finish construction before adding buildings, which can significantly affect your campaign, in a bad way. Quote
