Missions with OP loss if delegated still incurr penalty when played 7.13

I've noticed on a couple destroyer missions that have a penalty to your OP pool if delegated, you still incur the penalty even after you've successfully played the mission yourself, causing me to run negative OP after each mission.

Hello there, thanks for the report! Not sure if I'm understanding this right, but do you mean that you're getting your OP reduced if you do the ground combat missions on delegated UFO types? If so, then that is the intended mechanic in the game. The various governments of each region want the crash sites for themselves, doing the missions incurs a sort of a diplomatic penalty, which comes in the cost of reduction to your Operation Points. Or do you mean that your Operation Points still get reduced even without doing the crash site missions (getting the cash bounty instead)?

The former. Ok i did not understand the mechanic then and thought it was the opposite way. Apologies. Seems like it would make more sense to have a penalty for not doing it (say you skip several downed UFOs) but now that I get it, it's not a big deal.

No problem! You can turn off delegation in campaign settings before you start a campaign if you prefer doing more UFO missions, hope that helps!
