[experimental 6.3 -strategy] Extracted soldiers can exceed living capacity

Noticed this too, but i think i'd prefer this to losing out on extracted soliders for what it's worth.

Yup, this is intended. Would be too severe if the soldiers get yeeted off the dropship on the way back to base just because there's no extra bed
