I've found this in version 18.3, but there is a high probability that this bug is still there in version 18.4.

In my game North America signed a pact with the aliens, and a couple of months later the aliens launched a terror mission in a north american city.

What's the use of alien pacts if they do not stop terror missions?

By the way, I completely ignored the terror mission.

If you sign a pact with alien forces, then do not ask for help...

Still existing in 1.09.

Maybe you meant is "we don't pay the xenonauts but of course we are still fighting the aliens"? Then terror would ok. But on the other hand, I don't think I'll help that region now...

In my opinion it's a bug since this is completely pointless. Besides, it reduces the possibility that the terror site occurs in a continent where it really matters. That effectively makes the game easier than it should be..

Anyway, I think this is a very low priority at the moment..
