This time it was with loads of grenade, weapon and a shield. 2-3 turns in I dropped the shield but the unit didn't regain the expected TU. I had two units with the same type of overloaded loadout. I'm attaching multiple saves. I can't seem to find the before mission or turn 1 saves but I am attaching turn 2-6 saves.
