[V5.12.0 - Geoscape] Alloy/alenium/funding request still stuck on cooldown

They worked fine until they didnt. Around day 290 requested all 3 together, the cooldown started, but then a terror mission happened. After that, they got stuck. I did not use the reduce panic one, that one still works, used it later. Here is my save if it helps.

Hey there, thanks for the report! Was the campaign started in 5.12, or was it started in 5.11 and earlier? The OP fixes in 5.12 unfortunately does not apply retroactively and basically cannot fix campaigns in a bugged state (campaigns started in 5.11 and earlier are quite likely to have the bug with the OP stuff not going on cooldown)

Started fresh in 5.12, as the save files didnt work from 5.11

Yes, I had the same problem, also in a new campaign started in 5.12

It worked for a while but then seemed to stop - I didn't figure out exactly when because I didn't notice at first. I can see that they had made partial progress and then got stuck so it was doing the cooldown at some point.
