[V4.18] Gameplay freeze bug after reloading

I encountered a strange bug: after I reload the game, the game will freeze if I try to turn the camera with Q or E.
This results in not being able to turn the camera, but I can walk with units and open doors. But I can no longer fire any weapon or target enemies.

However, if I reload and play something first, (thus not trying to turn the camera) and fire a shot, the bug does not occur and I can continue as normal. Even turning the camera works again after the first shot is taken.
Two save files are added, it happened in both. Also the log is added.

Extra info: if I do encounter the bug and end turn, the game goes into a complete freeze, as the enemies turn never stops.
