In the equipment options, the heavy rounds are shown and can be used - maybe as a cargo mule for other players, because the weapon can't? I tried loading the save you uploaded and was able to normally equip soldier 2 (Sonia Miller) with the gauss machine gun. Although I had to remove from one of your other soldiers as you only had one copy, maybe that's the reason why?
