That's a strange one. This is on a fully zoomed out Geoscape screen right? Normally, it shouldn't be possible to see more than one circle on a zoomed out screen, what resolution are you playing on?

I am playing on an Dell 3220DGF Monitor. 

Resolution is 2560 x 1440.

And the Geoscape is fully zoomed out
