[2.09 Exp - Tactical] Primary weapons with no ammo, if base not visited between missions.

I did an UFO mission and then another one without returning to the base. All soldiers have no ammo in primary weapons at the start. Especially since I have Laser weapons with regen, they should have been full.

Thanks for the bug report! We've made a fix for it which should be included in the upcoming milestone 4 patch.
