If I remember rightly (esp. in an alien base when you were in the upper levels) it was as if they picked on your men at random (maybe he weakest psi strength troop?). So, I don't have any solid information. Just this really old thread, and to be honest, I bet ideas for alien psi have changed considerably since then. Personally I'm happy with either; my main issue with alien PSI in UFO was the commander sat spamming psi-attacks from the bridge of the battleship; there was no real way to counter that until you had your own PSI or blaster bombs and flying suits. Once the marketing people got hold of it no one would be safe. Your troops would need to cart an extra couple of dropships along on terror missions just to carry their shopping.
