Do med packs have a max amount of points they will 'give' to a soldier?

I have tried using med packs a couple times, and it seems that after two or three attempts that although there are still 'points' left in the med pack, continuing to attempt to render first aid subtracts points from the med pack, but doesn't actually have an effect on the soldier it is being used on.

Medpacks will only heal 'grey' health. Not the black part of the health bar.

You can also currently 'recharge' the packs by dropping them or putting them into the backpack (but you can do this with everything).
