[v25.3 - Geoscape] Advanced tactical module not unlocked globally

When the advanced tactical module upgrade is 'built' in engineering, you only get an infinite supply of them in the base that unlocked it. To get them in another base you have to again spend $250k. The only other option (I think) is smuggling them via soldiers across the border :)

Perhaps it's better to unlock them directly by research, like the armour plate upgrade?

I think this should be fixed by the same fix for it not upgrading properly in the inventory of soldiers.
