[V24.3 Geoscape] Cleaner Intel mission not spawning after researching it

I reported this repeated issue in a previous thread but I don't know if you're going to see it so linked the latest one with saves before and after completing the research. As an update, I let the game run for another two months and I got no cleaner missions at all (abduction or Intel)
