How many will be a secret until you can play the Game until you can see it. But I can promise you that you can´t build up many for many reasons. First and most important: MONEY! Your monthly income couldn´t pay all the Fixcosts and it dosen´t matter how big your Bases are. Second: Buildup-Place! Normaly you dosen´t need more than 4 Bases, if you choose the correct places and check the Scanner- / Radar-Ranges which reduces Point 1 immensly. Third: Base-Structures and Manpower! You will have limited Workes and Scientists for the full game and the most Bases will have more Fighters to defend special Outposts of your Organisation. And 2 Attack Teams with Reserves are normaly enough. 1 is in the Main-Base, the second in one of your farest from the Main-Base. Maybe there are more Points for that Decission. You can take an example of the full Army, Navy and Airforce of the USA, China or every other Country in the World. They centrelise the Forces with their comrades in centrelised Bases, which reduces the Costs immensly. Probably not moddable out the box, but it'd be trivial for the X2:CE team to change. You'll see / hear more about this over the next few builds but we're adding some new base structures and game systems tied to them, hopefully base structure proximity bonuses so you get rewarded for optimising your base layouts, and there's a scientists / engineer assignment system that we may use to give base structures bonuses.
