Turns our there is no limit check at all and you just get the scientists/engineers anyway. Of course it would not be good to successfully finish a strat op and not get the reward later - so either the living space for the scientists/engineers needs to be reserved before starting the strat op already (and not allow to start it if there is not enough space) or possibly queue up personnel that is due to arrive at base but will arrive only after the necessary space was built. 1 Quote Link to comment Share on other sites More sharing options...

This is indeed an issue but we're not going to fix it quite yet, as there would be no way for the player to get those scientists / engineers back if we prevented them from reaching the base. In the final game it's likely we'll allow the player to go over their living capacity but then inflict a penalty on them for doing so (like reduced scientist / engineer work speed, etc) but we've not had a chance to implement that yet.
