[V8.0 Geoscape] Loading and tabs.

Upon loading a saved game from the opening menu, the upper tabs (bases, research, manufacture, etc) are inactive (they don't highlight, and clicking on them does nothing).

The lower tabs (Build new base and intercept) do work however.

Can get the upper tabs working again by clicking on Build new base, then r-clicking to cancel. After doing this, the upper tabs can be interacted with again.
